You need at least PHP 4.1.0 for IMP 3.1.
Brent, perhaps you should add a note on that to the install files.

Do you have a potential design in mind? Without having you to write a
novel I was interested in what you thought you would do to implement
something like this. Has any work been done on groups/permissions
within Horde? (Guess I should really dive into the code but I'm a bit
lazy)
