[dev] imp "empty trash" modifications

Most IMAP readers will allow you to set up the option much like IMP
does.  If it doesn't, then the administrator should set and lock the IMP
options to match the primary mail system.

For places that do use exclusively IMP, I've seen more confusion because
the items are there but don't affect their trash can.  Most people don't
understand that IMAP even supports a "deleted" flag...nor what a deleted
flag means...
