Done.  It has been moved to NLS::.  config/lang.php.dist is no longer used -
 it has been renamed to config/nls.php.dist so, for those of you running 
CVS, YOU SHOULD UPDATE TO THIS FILE (maybe, if I yell, this will cut down 
on the amount of people asking "What does it mean, can't find nls.php" :) )
