We certainly shouldn't avoid reorganizing things in the name of maintaing
backwards compatability and mergability. But it does mean we need to be
more diligent about merging changes when possible, so that features do
filter down to the RELENG branches.
We might also want to start a series of HEAD releases, advertised as
alphas, with no promise of an actual release anytime soon, for people who
want to use the latest and not use CVS.
