I think Jan mostly covered this, but just in case - we do have a bunch of 
groupware-oriented applications, but there's also a lot of code that's more 
general. http://cvs.php.net/ is a good example of what I think you're 
talking about.

This is achieved with any application that doesn't require a login by 
setting 'public' => true in horde/config/registry.php

There are probably some capabilities we could add along these lines, and 
I'm definitely open to feedback from you going forward with this.
