[dev] How do I create my own apps?

Hi,

I'd like to make a small app that does two things:
1. Displays a listing on the frontpage when the user has logged inn 
(i.e. when the screen is empty and all the user sees is mail (11) or 
something.

2. If the user follows the links, he/she should be able to read an 
article on another page.

reason: I want to be able to display different helpfull texts etc on the 
loginpage.

Also: (these questions I could probably post to the userlist , I know :P )
->What should I do I want to create an extra menuline above the normal 
menu where I can add links to other things outside horde? No icons or 
anything just a plain line with links.
-> How can I remove the bottom line without getting the "floating bar"?
