[dev] Problem with rsync of passwd?

Yeah, it's probably excluded by accident by the rsync rule to avoid sending 
the cvs passwd file.

However, since the only thing in the passwd file anymore is the anoncvs 
password, I've gone ahead and removed it from the exclude rules - should be 
okay now.
