[dev] debian users?

In the FAQ, I added:

Debian Linux:
You can install the locale support with the command
dpkg-reconfigure locales

Someone asked about using instead:

apt-get install locales

Anyone using debian know about these commands?  From what I can gather,
my current theory which could be completely off-base is that
the first should install and configure the package, where as the second
will install it but not configure it?

Anyway, if someone out there uses debian and can give me a clue, I'd 
appreciate it (I'm a RedHat user).
