[dev] Development Environment

I'm just trying to find out what other editors people are using to develop.
I've been using pico but I'd like to use something that I can customize to
interpret a tab as four spaces.

I'm rather confused as to what you are trying to do. Create your own module
with a summary? Replicate the system entirely? Get a standard Horde install
working?
