[dev] New Docs for CVS setup

Hi Everyone,
   I've just finished some documentation on the setup of Horde, and other
modules from CVS. Any comments would be appreciated and if you like it you can
use the docs as part of a FAQ or how-to.
   The documentation is derived from work I just completed for a client so it
has a bias towards their machine. But it may prove useful for others.
