[dev] Slow anoncvs.horde.org

Some of you may have noticed that anoncvs.horde.org has become quite
slow.  There's an issue with the current version of cvs(1) running on
that machine that occasionally causes it to eat up lots of resources
and run up the machine's load, thus depriving the other processes of
resources.

I'm in the process of applying a fix, at which point things should
greatly improve.

Oh, www.horde.org and ftp.horde.org also run on the same machine, so
their performance should also improve once this fix is in place.

I expect this issue to be resolved later on tonight.
