This applies to Cyrus IMAP systems:
If user has no mail, but quota is set then:
quota array usage=0 limit=something

If user has no quota or quota is set to unlimited and user may or may not
have any mail then:
quota array is always empty

Therefore the proposed fix to if statement would work as expected in Cyrus
IMAP systems.
