No, the problem can potentially happen with any multi-byte character
set except possibly utf, so it should be enabled for many if not all
multi-byte character sets except for maybe utf ones.
Chuck has already changed it for utf-8, so your problem is at least for
now gone. This is a fringe case, that I don't have a good answer for.
Basically, AFAIK, this breaks big-5 support again if utf-8 is enabled.
I'm still open to more ideas on what to do about the utf-8 question.
But, since I don't have utf enabled, my chinese language users are
happy again.
BTW, you can try turning off access keys, if you don't want access keys
and do want utf-8 support and my change is applied to utf-8 again. But,
the preference seems to have implementation bugs such that it doesn't
work reliably... So until that is resolved, the pref isn't so useful.
