[dev] comment on today's IMP changes

I updated CVS HEAD this morning.  There's a change not to display the
menu bar if the mailbox is empty. It should be changed so that it also doesn't
show the legend if the mailbox is empty.  It would actually, IMHO, look
pretty slick if it skipped both the menu and legend when the mailbox is
empty, Chuck's earlier comments about hide deleted not withstanding.
