[dev] Releasing Horde 3.0

Would it be possible to start the release cycle of Horde 3.0 soon,
and then put the package thing as the only thing on the roadmap for 4.0 ?

or do the other apps need some time to "settle",
which could be used for splitting Horde libs into packages..??
