Possibly, yeah. I don't think this is enough of a problem to make us not do it,
unless people disagree with other benefits of packaging, though.

We require some non-standard PEAR packages now, so I'm not sure that this adds
*so* much burden. Also, this will make it easier for hosts to keep a set of
Horde packages around for all of their users to add, so it may even be *better*
here.
