| Yes, there are a LOT of people still running 4.2.x, mostly 4.2.3.

Counter argument(s):
  1) At least from an IMP-specific point of view, the c-client/imap stuff is
all sorts of screwed up in 4.2.2/4.2.3.  Requiring 4.3.0 would prevent many
headaches for people when trying to figure out why mail is being shown, PHP
is crashing, etc.
  2) As someone mentioned on one of the lists today, session handling seems
to be a bit better in 4.3.0 as compared with 4.2.x
  3) mime_content_type() is available for MIME_Magic:: to use
