[dev] Horde Templates

Hi!

I'll try to convert IMP, TURBA, INGO, HORDE to use Horde Templates.

I'll start with IMP, since it seems the most dificult one and If I
succeed I know the other modules will be easy. 

The reason I have to do this, is because I need to pass the templates to
the designers, so they can change the design easily and fast (because we
are going to have several webmails with different designs).

I'm a little bit concerned about how this will slow down a big app like
IMP, since it'll be used in a very HUGE webmail, but I can only do that
after converting it and benchmark it.

The question I have, is how am I going to do this, so can submit the
respective diffs back to the project. Should I copy .inc to .html files
and send to the list every single file I convert? Should I do all the
modifications in the .inc file and send the diff?
