I would like to see how mailbox and folders change when just the body of the
table is generated with horde_templates instead of the repeated inclusion of
the row template.

The areas I see where horde_templates is going to make a difference is where we
include the same template more then once or twice. Also turba results, note and
task lists etc. I have no evidence for my arguement as yet though ;-)
