Try changing that to:

> $conf['prefs']['params']['hostspec'] = 'server08.icaen.uiowa.edu';
> $conf['prefs']['params']['port'] = '1526';

make sure the database name, username, etc are all correct and in the
correct case if the database treats such things in a case-sensitive way.
