[dev] IMP Changes.. Date & Time format in mailbox display now user configurable..

Hello,

I just couldn't let go of the idea, and so here's a set of diffs to the current
imp CVS version.

those diffs will achieve the following:

- Date/Time format for message display no longer stored in config file, but
rather in user preferences

- There's a list of some (common?) settings in the prefs.php, you can't expect
your users to know how strftime() works

- the Display Section in IMP Preferences got enlarged by 2 items, and really
needs a split.

- Tested, working on my system..
