I brought this idea up a long, loooooong time ago and have never got around
to implementing it.  Specifically I suggested that there always be a
"Global Options" tab accessible from any application's preferences screen
that would enable a user to adjust their global Horde settings.  This is
conspicuously absent from sites that don't run as a Horde gateway (e.g. IMP
only installations).

If you (or someone else) want to provide a patch that does this, that would
be great.
