[dev] configuration wih several Horde

Hello,

I want to have in one place the Horde files, and to use it with different 
configurations files in the same box.
I solved some issues but I think we should add a field in the 
horde/config/regitry.php such as:
     'configfileroot' =>     dirname(__FILE__) . '/../ingo/config',
because we need this variable to be independant from 'fileroot'.

We will have to change horde_hook_signup_getextra(), amoung other things.

What do you think?
