[dev] PEAR_LOG_DEBUG

I use Horde in Windows with MySQL everything exept logfiles and I get this
error to.
I have not a working setup so that I can replicate the error at the moment
but I will do this as soon as possible.
It is the PHP engine that gets the error (Windows XP popup window reports
that its PHP anyway)
