It could be done via a php script run from the command line.  Problem
with that is not everyone has a standalone php installed (only a web
server module, etc).

Could provide php, shell, microsoft batch files, etc.  But then there
would be too many to keep in sync, etc.

So, probably best to allow it to be done by hand (e.g. keep the conf.php.dist)
even if we provide a script or other method to configure it.  Unless of
course we can come up with a stand-alone web configuration script to configure
horde that doesn't need anything else from horde...
