[dev] patch -- frameset menu

Well, here's the thing:

giving guests read access allows them to use the application. There is no
option to show the application, but require a login to use it.

Here's why it matters to me:

I don't want guests to be able to get to my photo album without being
authenticated, but I want the photo album to show up on the menu. That way,
anybody visiting my site knows I have a photo album and can click on it, then
realize that they need to log in to get to it, fill out the "Sign up if not
registered" form, and maybe get access to it.

Maybe I'm just missing something, so comments/suggestions are more than welcome.

Thanks,
Ben
