I assume that you have other blocks functioning correctly, if so, I can only
recommend that after a cvs update you:

# pear config-set preferred_state alpha
# pear upgrade-all
# cd horde/framework
# php install-packages.php

and try again.  IIRC the Services_Weather requires alpha, but I could be wrong.
