[dev] framework Net_IMSP patch

Some minor changes/fixes to the Net_IMSP package.

In package.xml:
- Made the package optionally dependent on Horde_Framework (due to using 
Horde::logMessage() )

In IMSP.php:
- added a check for the Horde class before we attempt to call 
Horde::logMessage()

In Book.php:
- Fixed a misspelled constant name.
