[dev] Services_Weather error

Applied and this is the error I get now:

Services_Weather (Weatherdotcom.php:261): Server data wrong or not
available.

If I put in a Zipcode instead of a City, State combination it works fine.

Hi Jason et al,

could you please try and install the attached file? I've added $file and 
$line parameter to raiseError(), so error messages now announce where 
the error has happened.

Please bear in mind, this is a beta release, so widespread use 
(especially in production environment) is not encouraged.
