What version of weatherdotcom.php do you have (in horde/lib/Block/)? 
When I use
the first location (Spokane, WA), I get this in the block:

Several locations possible with the parameter: Spokane, WA

     * Spokane, WA (USWA0422)
     * Spokane/Fairchild AFB, WA (USWA0423)
     * Spokane/Felts Field, WA (USWA0424)

The code to return this message was added to CVS HEAD back in mid-February.
