I'll look into it.  I also have to make the language displayed 
configurable, so I think I may write a hook for the function instead.

Having a single maintenance task would pose two problems.  There will 
still be two buttons (whatever the label), where the instructions would 
really just need a one ("Continue").  Also, I don't see how we could 
both require users to accept a license, then read the instructions 
(which are two different step in my mind).

I had considered sending an email to new users, but not all of them are 
using Horde/IMP so I did not implement that.  But the more I think about 
it, the more I believe this may be a good solution.  I could write a 
_horde_hook_firstlogin, which would either send a mail to the user or 
put a notification on the stack.  This would solve my problem with 
localizing the instructions.  I'll have a patch later today.
