Because 1) IMP was the only application so far that had translations for RTL
languages and 2) this was rather a test to see if this works at all. As you
can see, the layout being generated is far from optimal.

If you say this is still better than LTR or know how to apply RTL settings
properly, let us know and we will fix the code and/or add the other
translated applications too.
