IMHO, of course; but we're not talking about computers, OS:s or other 
technical
issues here. We're talking about providing the user (of which most are human
beings) with a way to work that s/he feels familiar and comfortable with.

Let's say I purchase a rolodex system (a bit of an antique these days, I'll
admit) while I'm in the US; it has index cards for A-Z. Now I come back to
Sweden and start adding contact cards to this fabulous system.. I am sure as
h*ll not going to put the people with a surname starting with ÅÄÖ on "A",
"A", and "O". Because I will never find them there. Because I am Swedish.

I don't have a problem with the *technical* motivation as to why this 
is a pain
in the rear, none. But, once again IMHO, a lot of people who have worked with
computers for a long time will more often than not use English-language
environments regardless of their mother tounge (and in many cases 
because there
is no language alternative).
