I guess, yeah.

I don't think we even need that; it's a code change to add an
app-specific .css
file, so why don't we have Horde::stylesheetLink() take a parameter saying
whether or not to try loading app-specific CSS? That way we could avoid the
checks altogether except for theme-specific files.
