[dev] head from 10 min ago - login.php looping?

I co a fresh copy of head about 24 hours ago, went to configure it about 
20 minutes ago. Just installed framework, then "for f in *.dist; do cp 
$f `basename $f .dist`; done" in the config directory. Went to 
localhost/horde/ this redirects me to 
/horde/login.php?Horde=f2eff48aa422026c7b1eb335e4ce4147 and then 
constantly builds a frameset of source

This just keeps refreshing in an endless loop with nothing actually 
being displayed on the page.

I have just taken a fresh cvs update and reinstalled the framework, and 
this is still happening. And redone the config files.

I have a working (albeit about a month older) copy of horde also running 
perfectly well on this server.

Any ideas?
