[dev] [patch] Horde_Tree alt text when icons not rendered

While working on a previous patch dealing with Horde::img()'s API and the
behavior  of Horde when image loading is disabled in the browser, I noticed
that Horde's sidebar is 100% unusable when image loading is turned off.

The following patches add alt text to Horde_Tree <img> tags to make it both
usable and look good.  One patch each for JavaScript-mode and HTML-mode.
