[dev] turba/browse.php [patch]

This patch restores the default behavior with respect to the new 
"browse" attribute in 'turba/config/sources.php'. When people are 
upgrading, a missing "browse" attribute was preventing their 
addressbook from being displayed.

With this patch, unless the "browse" attributes is set to "false" or 
"0", the addressbook will be browsable.
