[dev] Unified Search Module Bounty, Questions

I'm a PHP developer interested in diving into some open source
projects (of which I've done a few of my own).  And I'd like to
possibly work on the unified search module to index and allow searches
of multiple Horde modules; however, I noticed this is a Summer of Code
candidate.  I'm not a student, does this mean this bounty is not open
to me?
