[dev] information about changing config value at runtime.

Hi *, I'm a really newbie in the horde world. 

I would like to change at runtime a configuration options
(conf[use_ssl]) from the state 3 to the state 2.

This is because some users wants use the https layer
for reading the email, others wants https only for the
login form.

I would like to put  a checkbox in the login form.
If a user check the status of the use_ssl will be 2,
if a user does not check the status of use_ssl will be 3.

I make some test but, apparently, is impossible to change
the value in the motd.php file.  

Any help is appreciated. I'm googling without success.
