http://wiki.horde.org/Modules shows what the idea was when we rolled  
Horde 3.0. But since this was long ago, a list update might be in  
order, not necessarily in the wiki.

New versions will definitely be 1.0, if not 0.1, but never 1.1.

What needs to be done? Outstanding bugs need to be fixed.  
Compatibility needs to be tested, perhaps restored, and where not  
possible, a minimum Horde version needs to be defined. Security audits  
should be done. Application pages on www.horde.org need to be created.  
Documentation in README and docs/ needs to be created and updated or  
turned into reST format. Release notes and articles need to be written.
