Sasha in not in snaps but available only using CBS?

After I took look at Sasha, hermes and Merck I see that all this modules are 
tending to produce some kind of bill. There was any discussion create a 
separate module for invoicing? This module should allow to create an custom 
invoice or read items from other modules, track the paid invoices etc. So we 
will centralize the billing system to an module that can be even used by its 
own.
