Welcome!
I think you should think of the SoC as a good opportunity to learn
more about _either_ LDAP or Horde - taking on both at once seems less
likely to lead to a successful project. I don't think that means you
can't do it, but I think if you're not currently familiar with either,
you should pick one and get a head start on it if you're serious about
the project.
So that's one way to proceed. Another is to work on the proposal
itself - how do you see it tieing into other Horde applications (if at
all)? What framework libraries would it use? What other pieces would
you need? Would you extend the LDAP package a lot? Would you make it
easier to write other LDAP drivers in Horde applications based on your
app? Would you use Net_LDAP from PEAR? Etc. Think about what the
application should do, and start writing it up.
Also, if you choose to get a head start on building Horde
applications, I suggest you go through the developer material on
wiki.horde.org, and perhaps follow through Jan's Building a Horde
Application talk (http://horde.org/papers/fosdem2005/) to get the hang
of making a basic application shell for Horde.
