[dev] Remove multi-column portal blocks?

I'm all for simplifying/cleaning the code. That said, for myself, I  
only see two down-sides.

One is the weather.com block. I think that could be reworked to a tall  
(possibly multi-row) single column (that's how it used to be layed  
out), so this is really a non-issue.

The other is the comics block. I use this one, displaying a random  
comic each time the portal refreshes. Of course, the refresh is broken  
(http://bugs.horde.org/ticket/?id=3341), so this isn't working for me  
anyway.

Based on this, I guess I really don't have any objections :-)
