[dev] Move Identity package into Horde package?

Seems like the Identity package, being a single file, really doesn't  
need to exist on its own. It extends Prefs, so it could move there,  
but that would imply a BC-breaking name change. We could also bundle  
it with the Horde package, along with bits like Help, Menu, etc. That  
makes most sense to me. Any objections?

Any other single-file packages or unused packages that should go or be  
consolidated?
