[dev] Can't set portal_layout in prefs on Head.

I'm setting up a brandnew cvs head and decided to try and simplify the 
end user's learning curve by setting up a few more prefs.  I started 
with a portal layout and copied it from mysql to prefs, dropped and 
recreated the prefs table, logged in expecting to see the portal 
configuration and it didn't work so I figured that something had 
changed in the latest code.  I checked the horde wiki howto and found 
the same solution there.  Just to be sure that the line was ok I cut 
and pasted it into a here document to insert it into mysql and horde 
prefs.  That worked fine   Any ideas what I could be doing wrong in 
horde/prefs.php?
