[dev] alarm script questions

Mainly directed at Jan-

- To use scripts/alarms.php, do I really need to give guest  
permissions to Nag and Kronolith? Or can we add a  
define('AUTH_HANDLER') line to the top of alarms.php?

- There's a var_dump() at the end of scripts/alarms.php that I'm  
assuming is debugging, so I'm removing it. Just fyi.
