[dev] Jonah Feed Parser charset

xml_parser_create supports only a small amount of charset.
Reading an non supported charset results in an error messages and no 
item parsed.
Patch falls back on utf-8 if the feed is in an non supported charset, so 
it don't produce error and tries if it is like to parse it.
