[dev] Is install-packages needed

Hey, quick question.

I know that install-packages.php installs the pear packages but I was 
wondering, if you do a cvs update and get any new versions of these 
packages, is it necessary to run install-packages again to install the 
newly updated packages or will a pear update-all pull the updated 
packages either from pear.horde.org of from the local files?

It's just that install-packages takes so long to run that if there is a 
quicker way it could speed updates.
