Unfortunately I don't really remember what I was thinking when I wrote  
out those tables - I might have had this figured out, but I might not.

I've been wanting to change how galleries show up so that they show up  
more like images anyways, so having tagged galleries show up in the  
list of things matching a tag kind of makes sense to me. Treating a  
tagged gallery as though all images in it were tagged sounds a bit  
awkward so I vote against that for now.
