[dev] Agora/FW_3 use of Template_Compiling?

I see that Agora's FRAMEWORK_3 branch depends on Template_Compiling,  
but no such library seems to exist (anymore) in either FW_3 or HEAD.   
Was the goal to deprecate Template_Compiling and Agora was left  
behind, or should Template_Compiling be re-added to FW_3?  Or  
something else entirely?
